The participative budget of making a city sustainable: quintuple helix approach

For transition economies, urban management processes are also in transition, which means a situational opportunity to apply an integrated approach the implementation of innovative projects, economic and political, as well social, socio-cultural environmental directions development can receive positive stimulus. Purpose study is analyze structure participatory budgeting projects on continuum “science education – environment”, accordance with methodological justify city (based helix-modeling). The paper has outlined activation principles sustainable inclusive at local level, example budget Kyiv Ukraine. At stages evolution helix-modeling quintuple level have been analyzed detail, results proposed be implemented accelerating transformation aimed economic, social aspects citizens life, namely fields education, science, culture, sports, ecology, etc. Analysis change for period 2017-2019 allows us talk about optimistic scenario country whole real pace achievement Sustainable Development Goals 2030. Strengthening current changes help state support, ensuring sufficient responsible investment, project succeed improving sustainability city.
